under the care of the ophthalmologist and had retinal laser 
treatment.

Necrobiosis lipoidica diabeticorum.
There is red plaques with atrophic centre and raised borders. Telangiectasia
is common in the atrophic regions.

b. What is the underlying condition?

Diabetes mellitus.

It is seen in 0.3% of diabetes mellitus. The lesion is not associated with the 
control of the severity of the diabetes.
